I can't get passed the initial start up screen.
All ready reset factory settings, but it stops at the powered by android screen.

Try removing the battery for a few minutes . Alcatel OneTouch Pop Icon Battery Replacement
If this brings no joy do the same thing you did to get to the factory reset but instead of doing the reset find the " Wipe cache partition " By wiping the cache partition you will get a clean boot and whatever is causing the boot loop should be gone . Hope this helps
