sony bravia picture issues

Horizontal Lines and flickering,similar to old style tvs horizontal hold.Sometimes it is slow other times fast.Once in a while you turn it on and works fine.Buttons all seem to do their job.Is this repairable w/o expensive shop time? >>>Had to use 40” sony tag to post
