Is it only the tachometer that is jumping around or does it go in time with the engine surging/easing off as well?
If the engine surges/eases (not just the gauge) get the OBDII port scanned for any error codes. If there are any shown that will tell you what is going on in the engine.
if you are in the USA, AutoZone will do this for free apparently
