Why do I not have hot water or steam?

Hey there

I've got a saeco xsmall. I've tested it with its test function and everything works. I can dispense cold water through the steam valve, I can make espresso shots that come out perfectly hot bit I cant use the steam or hot water settings. On hot water it dispenses very little hot water and steam and on steam it dispenses nothing. The boiler also starts to smell and overheat. I've switched the 2 thermostats at the top to see if one might be faulty and no luck, the problem still persists.

Any advice would be greatly appreciated
