Why won't my 2008 par car not go above 5-6 miles per hour?

2008 par car, while operating, let out a hissing noise( like a flat tire sounds) from the rear of the cart and then slowed from cruise speed of 18-20 mph to about 5-6 mph. Battery charges normally. Cart can be used but speed is limited to 5-6 mph.
