Connecting a charger should give an indication on the phone if the USB connector and its connection to the systemboard was OK, as long as there is no other problem with the systemboard that is.
The battery may be depleted so far that it may not be able to provide enough power to do anything without it being recharged first (or replaced - may be depleted beyond recovery).
Use a strong light and a magnifying glass to visually inspect the USB port for any bent or broken (missing?) pins (check pins 1, 4, 9 & 12 top and bottom rows) or any obstruction e.g. lint, in the port enclosure that may be preventing a good electrical connection. If there is any debris do not use a metal pin or probe to try and get it out as you may damage the pins or cause electrical problems in the phone. Use a vacuum cleaner instead to try and suck it out. If still no good then use a sharpened wooden toothpick to gently prise it out.
If the port seems to be OK, check if the port seems securely connected to the board. To do this, plug in the phone charger cable to the phone. Do not plug the other end of the cable into anything! Then grab the phone firmly in one hand and grasping the inserted cable plug with the other hand, try to gently move it up and down and side to side and check if any movement in the USB port is detected.
If so (or even if not) the phone will need to be opened and inspected and further tested to ascertain what the problem may be.
Here’s the ifixit OnePlus 5 repair guide. This will help you to open the phone so that the USB port can be inspected to check if it is secure and then tested to make sure that it can pass power through to the systemboard. You will need a DMM (digital multimeter) and know how to use it, to do this kind of testing. Note the warnings in the guide when opening the phone.
If the USB port and its connection is OK then there is a problem with the systemboard. Without the schematics for the phone (I can’t find any) it will be difficult to find out what and where the problem is.
If opening the phone yourself seems too daunting, contact a reputable, professional mobile phone repair service and ask for a quote to fix the phone
