When I turn on my tablet it turns Tinto a black screen
It turns back and then the taskbar flickers I am able to shut it down and reset it, lock it, sign out but nothing else

There’re many methods that you can try with booting up to black screen issue.
Press and hold the power button on your Surface for 30 seconds. Press and hold the volume-up button and the power button on your Surface at the same time for at least 15 seconds, and then release both. The screen may flash the Surface logo, but continue holding the buttons down for at least 15 seconds.
When the taskbar is flickering in Windows 10, check for any problematic apps. Use a dedicated tool to completely uninstall any incompatible software and fix the Windows taskbar flashing issue.
