My spare key will not lock or unlock my door.

The previous owner I bought this from told me he removed the fuse that controls the locking mechanism for the remote key . But for some reason the key fob itself is not locking or unlocking anything door wise . I just need to know if that could just be the fuse or if it’s something bigger than that
