Many compass apps work by using data from the magnetometer sensor, first you should check if your phone has this feature.
If it does and you have a magnetic case it could be interfering with the compass, try taking the phone out of it, recalibrate and reboot.
Alternatively, you could search the playstore for compass apps relying solely on GPS, such as 'gps compass navigator'.

Yes, the redmi 9c do not have a magnetometer sensor (because this is a budget phone and they want to cut cost)

Almost all smartphone compass apps are notoriously inaccurate.
Take a look at "http://www.tru-path.org" to see research results regarding fixing residual (after calibration) compass errors; and watch for the TruPath Compass app to be released soon.
