Hi, try to remove the sim card, and the sd card(if any) and restart the phone.
It happened the same to me with a T-mobile branded phone. If it powers ups ok, then insert the sim.

That is a very common problem with mobicel smartphones, it is stuck on boot loop. You will need to hard reset the phone by following the step by step instructions given on the link below
