I’m currently repairing an iPad 6 glass / digitizer and accidentally got some “goo gone” on the lcd screen (below the glass). I tried wiping it off but there has been a mark left by it. Can I use isopropyl alcohol to safely clean the lcd or is the mark permanent?

the marks are on the backlight so will remain unless the backlight is changed

The quality of the IPA is important! You want reagent grade otherwise the impurities will leave a stain.
