Had to a factory hard reset on phone due to my daughter forgot her passcode. Now we have entered her email address several times and it still will not continue to phone set up. I was told by one repair store that it needs a FRP bypass done however that store and two others do not deal with LG only Samsung and Apple.

Google is your friend, along with YouTube. The only problem is if she can't remember her log in details she has lost everything backed up as well as what was on the phone. If she knows the email and not the password then try logging into Google on a computer then click forgot password. Follow the instructions to reset it.
