Can the bulb be replaced with a new one
Is it possible to replace the bulb, my one still works but it is not very bright even with a new battery

Yes, you can replace the lamp. After opening the flashlight gaining access to the bulb all you need to do is pull it straight out of the socket.

You may need to inspect the battery contacts for corrosion as that can interfere with the power which is often why the light is not as bright after first replacing the bulb and battery.
