Not sure about the problem, but it seems your laptop is not responding because it is too busy. You are not able to run any programs or open any folders.
Press CTL-ALT-DEL to bring up task manager and see what is using the CPU to make it so busy. You can also stop the process from task manager. If you tell us the process that is so busy, that would be helpful.
Alternatively, you can start in SAFE MODE by pressing F5 or F8. That suppresses a lot of activity and you may be able to cure the busy process once known that way.
