Usually if its stuck (frozen) in operating system you will have to force restart it. You will do it by pressing and holding power off button for 8-15 seconds. This way it will turn off and after that you turn it on. I hope it resolves your issue.

can you specify your issue?
If your phone doesn’t register your touches, you might try to force restart it, however it is hard to tell what “stuck means”
