The digitizer can be replaced.
Here is a link to just one supplier of the part. It is not a recommendation to use them. It is shown to give an idea of the cost of the part. There are other suppliers online which may suit you better. Just search for Hipstreet Phantom 2 digitizer part to get results.
I couldn't find any teardown instructions for the Phantom2 tablet but here is a video that shows how to do it for a Hipstreet Pilot 10" tablet, which may be of some help.
