The micro USB port is worn or bent, such that it will only charge if the cable is held at just the right angle. And data transfer is out of the question! Is this a simple fix, or would I need to change out the whole motherboard?

Watts Isnaim if your Samsung is indeed a Samsung Galaxy Tab 4 7.0 you will need to remove the motherboard. The charging port is soldered into the motherboard. Not an easy task but if you know how to do some decent soldering you can probably do it. Use this guide Samsung Galaxy Tab 4 7.0 Motherboard Replacement to remove the board and use something like this video to see how it is being done. Replacement ports are available at places like this and many others.
