The “Downloads” folder on my PC won’t open from the regular “My PC” screen some of the time. When this happens, I can only open my downloads by entering “Downloads” straight into the search bar on the left bottom of my home screen.

There is most likely a problem with one or more of the locations the "Downloads" library is trying to access. Try updating the file path for "Downloads" under the properties to a new location.
