The year of manufacture would be helpful in diagnosing. However, what you describe is almost certainly a fuel delivery issue. From the symptoms I'm taking a guess your VW is using a carburetor rather than fuel injection. The carburetor probably needs a thorough cleaning, rebuild and adjustment.

Otherwise, look for large air leaks around gaskets or vacuum lines. Try spraying some carb cleaner around the carb gaskets and intake gaskets after starting and if you have a noticeable difference then this indicates a leaky gasket.
