Do the spark plugs fit both 1999 Honda accord & 2000 Honda accord?

As long as the length and upper block are the same and the dimensions are the same, yes. Much like Toyota, Honda does not get bored and make a random parts interchangeability design for fun like GM did with the GMT800, where the engine and trans interchange (outside of the awful DOD engine which means checking the code or deleting that garbage for pre-2007 models) but they decided to be a PITA about the radiators requiring a compatibility check.

Japan doesn't get their kicks by being annoying, they leave things be until CA and the feds force their hand. That’s also why you can get 250k+ miles on a Honda and the mileage doesn’t matter.

There are quite a few different models of the 1999 and 2000 Accords, such as the SE, DX, LX and EX, and they also come in two different engine sizes, 4 cylinder and 6 cylinder.

However, it appears that no matter what combination of model, year and engine size, the AutoZone website consistently returned the same spark plugs, which says they all use the same ones. Since you filed your question under the 6 cylinder device type I assume you'll need six plugs, but if you have a 4 cylinder then just buy four. Here's the first listing that came up on autozone.com.

They likely use the same ones on the 4 and 6 cylinder block and only changes it when the old part no longer works. They usually only make big changes like engine codes and spark plugs when they change to a new chassis with a different engine code.

And people wonder why I will not recommend anything else but Honda or Toyota for a beater car. They run forever and you can get parts for so little you can justify the repair even with 200k miles knowing it will probably make it to 500k, it's just a number you get as high as you can knowing it will probably make it. You can go with the one you like more and be fine either way. About the only cars I trust to run with that many miles reliably are Japanese cars.

If you still have the old ones measure them height 1. width at the screw part, 2. the fixed bolt part, 3. the ceramic, 4. then the metal tip. If they all match then check 5. gap at the bottom between the little nib and the metal hook that goes around it. if they match they will fit fine.
