MacBook Pro 13" - Keyboard and trackpad working intermittently

The trackpad and keyboard on my MacBook Pro 13" early 2015 (A1502) running macOS 13.4 have recently stopped working fully. No liquid spills. Battery was replaced about a year ago and according to Coconutbattery was fine as of a week ago.
What's happened so far:
Keyboard and trackpad would become non-responsive very occasionally. Simple restart via power button would fix this. This first started occurring a few weeks ago.
A few days ago it happened again but a restart didn't fix the issue. Power button works and once at the login screen the only thing that worked was the haptic feedback on the trackpad. Plugging in a bluetooth mouse works, I don't have access to a external keyboard at the moment.
Oddly, SMC (shift + control + option + power) and NVRAM (option + command + p + r) reset keyboard shortcuts seem to work as after the former would cause the fan to spin at full speed upon startup and the latter changed the resolution of the user icon at login. Command + p on startup brings up the recovery assistant, using the power button at this stage brings up the recovery assistant again but using an external mouse + restart option returns the login page.
I can't seem to bring up the disk utility on start up to reinstall macOS so the keyboard isn't reliable.
Possible fixes:
Replace keyboard/trackpad flex cable
Reinstall macOS
Erase Mac and then restore from Time Machine
