Did you "clone" the new SSD from the old HDD before replacing the HDD i.e. exact replica of the HDD.
Most SSD come with cloning software to make it a seamless uppgrade i.e. clone SSD using software, remove HDD and replace with SSD and turn on the laptop.
It will be like before except faster as you now have an SSD
Is there an OS installed on the SSD?
If there's no Operating System on the SSD the laptop won't boot.
You shouldn't have to change any settings in the BIOS for it to boot if you cloned it.
If you didn't clone it then if you're doing a fresh install you need to boot from an install USB disc and follow the setup procedure.
You need a bootable setup USB disk to do this.
