So, I have a 3DS XL with a severed ribbon cable and I wanted a few tips on how to repair it. I was basically wondering whether or not it was possible to purchase a new ribbon cable and replace it with the severed one, or just purchase a new top LCD screen all together.

Depends on which ribbon cable was severed in the device. If the cable does not have two easily removable ends that go into a connector almost always the part such as a screen that has the severed ribbon cable connected to it needs to be replaced.

Sorry to be getting back to you so late, but anyways, as you can see, my 3DS XL is in pretty bad shape. I posted a picture of both my top and bottom LCD screen to hopefully add some more insight into my situation. Not sure if the ribbon cable you mentioned in your answer is the one coming out of the lower-left hand corner of my 3DS' top LCD screen, but I hope the pictures help you figure that out.
The whole top assembly which consists of the screen + speaker cables will need to be replaced.
For the broken hinge cover part that is part of the bottom cover if I remember correctly.
The bottom cover has two parts to it which is the top clip in cover and the very bottom cover if you know what I mean. The top clip in cover needs to be replaced.
