Not charging even with new battery

It looks like your tablet charges with a micro USB connector, is that right?

I'd say that's the place to look next; first verify that your charger and charging cord are both working, either by trying different ones or seeing if they work on a different device.

Next you'll want to check the micro USB port itself; take a bright light and a magnifying glass and look inside the port. You'll want to check for dirt, dust, lint or any other foreign objects inside the port in addition to checking that the pins are all present and straight. If you need to stick something inside the port, it's best to use non-metallic objects or disconnect the battery first. Clean the port with some 90% or higher concentration isopropyl (rubbing) alcohol and try charging again.

After that we have to start looking for problems inside the case. Obviously you know how to open it if you've replace the battery already, but there is a battery replacement guide available here on iFixit if need be.

You'll want to check the ribbon cable connecting the charging port to the motherboard in case has somehow come loose; the Disassembly guide has a picture of what you're looking for.

If you found problems with the charging port, Step 5 of that Disassembly guide shows how to remove the small circuit board holding the charging port. You can buy replacement ports themselves online and that's a good choice if you're up for some delicate soldering, but otherwise you could just purchase a replacement circuit board and swap out the bad one. On a cursory search it doesn't look like anybody is making aftermarket replacements for that part, but it does look like there are a lot of used ones available for purchase; here's one that looked good to me.
