According to p.32 of the user manual the ice maker should work at pressures between 20-125 psi so water pressure of 80-100psi should be OK
It could be a faulty water dispenser valve i.e. weak restore spring tension perhaps. although why the problem occurred after a filter replacement seems odd - coincidence maybe??
Either that or the problem is electrical and the control board is not disconnecting the power to the valve as soon as the dispenser switch is released.
Try temporarily inserting a pressure reducing valve between the water supply connection from the refrigerator and where it connects to the household water supply and see if this resolves the problem. If it does, then it does seem like a faulty valve.
The Samsung part number for the water valve assembly¹ in your refrigerator is DA62-04027A.

¹ It is a complete unit, consisting of two valves. There is one for the ice maker and one for the water dispenser. These are not individually replaceable valves. If either are faulty they are irreparable as there are no internal valve parts sold separately, so you will need to buy the complete unit. Search online for the part number to find suppliers that suit you best.
