So one of my siblings left their putty on top of my phone and the putty was melted when I found it. When I looked closer, the putty was melted into my earbud jack and clogged it. Is there anyway I could clean it out?

Do you have a way to re-melt the putty? Have the phone sitting up, so the jack opening is down, melt the putty and let it drain out.
Just be careful to warm it up to the melting point of the putty, and not too hot to damage the phone.

Use canned air, or isopropyl alchohol.
And tell your sibling not to do that again.
