How do I take the blades apart?

I need access to the blades to pick out a bad/sticky jam in the middle of the blades, but I can’t get the washer off the gear on one end to access the final remaining release screw. Help?

Is it a washer or perhaps a circlip as shown in the image in Step.7 of the AmazonBasics B00Q3KFX8U Drive Gear Replacement guide?
