Safari doesn’t work
I just found an old iPod touch and tried to use it, but safari, YouTube, and most apps wouldn’t work.

Does it come up with any type of error when you try to connect to those Apps? Some things to try would be factory resetting it (Which will wipe all of your data) and checking Parental Controls.
iTunes > Preferences > Parental Controls

its an outdated and unsupported IOS. Most apps wont work due to being an obsolete device. You can jailbreak the device and see what options you have to get some use out of it or google Grayd00r which installs a modified IOS 9 on the device to run newer apps. Other than, that not much else you can do.
