If your talking about a wire fed welder, it is supposed to do that if the stinger touches the metal before you pull the trigger.

There is not a relay built into the system design to start, or power on, the wire circuit when the trigger is pressed. So the design is more like an Arc welder where the stinger, in this case the wire, circuit is always powered on.
