I want to upgrade my intel core (in my case i have an i3) i have an intel i9 can i just swap out

@thomaserick8340 here are the specs for your motherboard. The B460 chipset do NOT support 11th gen CPUs that means you can only upgrade to a i9-10900 CPU. Here is a list of the CPUs that are supported.
The TUF GAMING B460M PLUS (WI FI) Motherboard Guide will even show you how to change the CPU etc.

It depends! First off what is your system PC or Mac? You maybe limited to the CPU series your system is currently running as an example a Sandy Bridge CPU can only be upgraded with another Sandy Bridge as the systems logic is not designed to support what we have today. And lastly, the CPU maybe soldered to the logic board stopping you.

@thomaserick8340 - Do you know the CPU series? As well if the chip is socketed as some or soldered to the logic board.
