Try downloading the Samsung Members app. It will allow you to run diagnostics on your phone, including the vibration motor.
How to use Samsung Members Diagnostics
If the diagnostic fails, you may need to replace the lower speaker assembly, which appears to include the vibration motor in at least some of the listings I saw.
