out of box failure
got 2 new units. neither one would charge & blue led charging light did not come on

@dougharder teh batteries are most likely discharged below their threshold and may no longer wake up. You will most likely have to replace those. Black and Decker Pivot MAX Battery Replacement or rebuild it for that you could use the SAMSUNG-30Q-18650-3000-FLAT cells.
After that re-evaluate and check the charging port and trace the wiring. Post some good pictues of what you find so we can see what you see Adding images to an existing question with your question.
