This can be caused by dirty or worn paper pickup rollers. You can clean them with a lint free cloth with a little bit of alcohol. A new roller has little wrinkles that help grab paper, as the roller wears out the wrinkles smooth out. The paper pick action will work with worn rollers but will get slick and dirty again. HP may have a maintenance kit for this printer which includes the rollers.
