i have tried the volume down and power button procedure several times now and all it does is reboot the phone. i have forgotten the passcode and just need to reset the whole phone. does anyone have any suggestions or answers? please help1

Is this the procedure that you used?
If the phone has a Google account then performing a factory reset (aka hard reset) will enable the FRP lock (factory reset protection) and mostly you won’t be able to access it after the reset, without knowing the Google account name and password.
