Check that the microphone voice inlet hole on the top edge of the phone is not blocked or covered over somehow.
Do not use a pin or probe to try and clear it. Try using a vacuum cleaner to suck out any debris (if any).
If it is not blocked it may be a faulty microphone.
Here's the ifixit Redmi Note 9 Pro Screen Replacement which will help you to gain access to the microphone on the board. See the 3rd image (on the right) in Step.23 of the guide.
