On an old D21, if the passenger wiper still moves but the driver side doesn’t, I’d look at the wiper arm connection first. The arm sits on a splined shaft and is held by a nut under the little cap. A loose nut or stripped splines can make the motor work while that arm just sits there.
Since it happened right after replacing the blade, I’d also make sure the blade itself isn’t binding on anything. Turn the wipers on and watch the arm connection. If the shaft is moving but the arm isn’t, you’ve found the problem.
