This problem has happened to me so.i just took off the nose cone.  Checked the GPS Tab to insure the Connection is tight. Made sure that the tab wasn't resting next to that tiny resistor. Put the battery on without the nose cone and it fired up correctly no more flashing lights. Took it Flying afterwards
