Hi,
What is the status of the touchpad in ''Device Manager > Mice and other pointing devices''?
If listed ''right click'' on the ''Dell Touchpad entry > Properties > General tab'' and check what it says in the Device Status box.
If it is not shown under Mice and other pointing devices, click on Device Manager > View > Show hidden devices to check if it is now shown in Device Manager somewhere.
If the status is shown as OK in Device Manager as you say it may be a hardware problem.
Here’s the [https://downloads.dell.com/manuals/all-products/esuprt_laptop/esuprt_latitude_laptop/latitude-e6330_owner%27s%20manual_en-us.pdf|owner manual] for the laptop. Go to p.32 to view the necessary pre-requisite steps and then the procedure to remove /replace the touchpad. This will enable you to firstly check that the touchpad cable connections are OK and if so you may have to replace the touchpad.
