Ok, so if the metal has broken in two, one lodged in the body and the other still attached to the tail you can try hot gluing the two pieces of metal wire back together. If it is more like a spring that has simply come out you could try to  use gorilla super glue on it and push it back in there. If the tail moves/spins when the toy is being pulled along the floor, then you’ll have to disassemble the two sides and re-attached the tail to the gears that make it move. (If the tail just bobs up and down without any mechanism then skip this step.) I’m assuming you have the 1979 roly the racoon:
