I don't think that the display is broken.

It seems more like that it is not booting into Windows. The HP logo is there so it passed POST with a display OK and the circle of dots underneath it are still seen to be spinning, which to me indicates that it is stalling somewhere in the loading process..

it could be something as simple as corrupted video drivers.
