Blades not turning as they should.

I have an old (1998) Craftsman riding mower (917.273022) and when I push the button to engage the blades you hear things happen internally but nothing with the blades. On occasion they’ll turn, but not fast enough to cut grass. The belt is new and appears to be routed correctly.

Any ideas?
