Why won't my phone charge when connected?

Why my sgs2 when plugged to charge, will show that it is being charged but the battery will keep going down. the battery was tested and it is ok. Any repair knowledge about this. thank you alot.

Could be a faulty charging dock on the phone..

These are soldered in place so you'll need someone with solder experience
